Montserrat Complaints Comission

Commission Members

The Commission commenced operations in February 2013.  Two of the members appointed in 2013, Mr. George Kirnon and Mr. Julian Daniel are still members of the Commission. Miss Florence Daley, the former Chair of the Commission, demitted office in March 2019. Mr. Leslie Sweeney was appointed as a Member of the Commission in August 2019.

George Kirnon

Chairman

Kirnon is an attorney at law with over twenty-five years of legal experience. A product of the public service, he supports the view that a strong public sector is fundamental to the development and advancement of small developing countries. His own abilities were honed through involvement in major and defining missions in his homeland of Montserrat where he served as Attorney General Ag. on several occasions and in 1997 led national consultations on behalf of the Government which resulted, inter alia, in an increased measure of self- governance for Montserrat in its relationship with the United Kingdom.

Mr. Kirnon’s work in the development arena has given him both an appreciation of the development challenges of the Region as well as a drive for finding solutions.  On the regional stage, he gained many years’ of experience in project cycle management through his work at the Caribbean Development Bank (CDB) where he served as a Legal Counsel. He later served as

Assistant General Counsel and General Counsel at the Caribbean Community Secretariat where he was well known for his unrelenting pursuit of results. He is a Commonwealth Scholar and a visionary leader who can convert ideas into reality through sound strategy development and his ability to motivate and inspire those around him towards a common cause. He holds the Bachelor and Master of Laws degrees from the University of the West Indies, the Master of Laws degree from Dalhousie University, and the Master of Business Administration degree from Bradford University.

Julian Daniel

Member

Mr. Daniel is an alumnus of The University of the West Indies having completed undergraduate studies at Cave Hill and St. Augustine campuses in Barbados and Trinidad, respectively. In addition to a Bachelors Degree in Natural Science, he also holds a Masters degree in Anti-Corruption Studies (MACS) from the International Anti-Corruption Academy (IACA) in Austria. Mr. Daniel has also undertaken engineering studies, project management, quality control and quality Assurance disciplines. He has been engaged in extensive infrastructure development consultancy work for over twenty-five (25) years, and has vast experience in working with governments, international contractors, engineering firms, and funding agencies. Mr. Daniel’s passion for people is borne out in his pastoral studies and practices.

Leslie Sweeney

Mr. Leslie Sweeney served the Montserrat Civil Service for 30 years within the Montserrat Fire and Rescue Services. For several years, he held the post of Chief Fire Officer with responsibility for the financial management, human resources management, general administration, procurement, and inventory management functions of the Fire Service. Mr Sweeney currently serves as a member of the Prison Visiting Committee, where prisoner’s welfare and matters pertaining to the operation of the prison are considered.
