Commission Members
The Commission commenced operations in February 2013. Two of the members appointed in 2013, Mr. George Kirnon and Mr. Julian Daniel are still members of the Commission. Miss Florence Daley, the former Chair of the Commission, demitted office in March 2019. Mr. Leslie Sweeney was appointed as a Member of the Commission in August 2019.

Chivone Gerald
Chairman
Miss Chivone Gerald is a Barrister-at-law and Notary Public, and a distinguished 2021 Chevening Scholar. She is the founding Director of Gerald Global Law in Montserrat. Her academic and professional journey has equipped her with a rich knowledge and experience in corporate and commercial law, banking and finance, litigation, and general practice. She holds an LLM in Banking and Finance Law, complemented by professional qualifications and licenses in mediation and company management.
As a young professional, she has made meaningful contributions across both the public and private sectors. She has served in various governance and regulatory roles, lending her knowledge and skills to disciplinary, advisory, and regulatory bodies.
Her broad experience has cultivated a comprehensive understanding of public accountability, due process, and institutional governance, which she brings to her role as Chairman of the Complaints Commission.

Glenn Francis
Member
Mr. Glenn Francis is a trained educator who has given decades of service to Montserrat’s Education Sector. Throughout his career, he has contributed at both the school and administrative levels, demonstrating commitment to the development of the island’s education system, students, and resources.
Mr. Francis served as Principal of the Montserrat Secondary School from September 2004 to July 2006. Later, assuming the role of Permanent Secretary (Acting) in the Ministry of Education for the period January 2014 to May 2018, and simultaneously Director of Education from September 2011 to May 2018, before retiring from the Public Service. Even after his formal departure, he continued giving back, serving as a Commissioner on the Public Service Commission and the Committee to review Montserrat’s Integrity Structures. This further illustrates his commitment to public service.
Mr. Francis continued to apply the wealth of knowledge and experience gained over his extensive career when he accepted the position of Executive Director of the Montserrat Red Cross, a role he held from 2018 to September 2024. During his tenure, he provided leadership and strategic direction, spearheading numerous community projects, disaster preparedness exercises, and humanitarian initiatives. His professional background, leadership, and understanding of community needs contributed to the organisation’s capacity to serve the people of Montserrat.z

Leroy Greaves
Member
Mr. Leroy Greaves stands as one of Montserrat’s most dedicated advocates for community development, a lifelong supporter of Montserratian sport, and a respected educator whose influence spans more than three decades. His leadership in cricket administration and commentary has helped to preserve local sporting culture while inspiring young athletes to take pride in their heritage.
Professionally, he spent 30 years in education, teaching from primary school through to the Montserrat Community College level, and later contributed to national development through the Government’s Project Implementation Unit, supported by his background in Construction Management.
Beyond his professional roles, he is a vocal participant in civic affairs championing transparency, public safety, transportation improvements, and accountable governance. His community impact earned him recognition as one of Salem’s “Pillars of Progress.”
Overall, Mr. Greaves exemplifies how consistent service, cultural pride, and public engagement can strengthen a community across generations.
